我国政府的环境职能分析 摘 要 环境问题是世界各国普遍面临的严重问题之一，它伴随着经济活动而产生，但 是却不受市场规律的调节，也不能依靠经济主体的自觉行动来解决。为弥补市场的 不足，政府在这个领域就产生了特殊的责任，强化政府在环境保护中的地位和作用 成了世界各国立法的潮流。因此，明确界定政府在环境保护发展中的地位与职责， 制定出行之有效的可持续发展的政策措施，才能使之在环境保护中发挥其应有的作 用，促进经济发展。本文首先阐述了环境保护成为政府的一项基本职能的原因，我 国政府在环境保护中存在的不足之处，随后列举了西方发达国家环境管理体系，分 析了政府在环境保护领域所能起到的独特作用，最后论述了我国政府在环境保护中 的责任及其具体落实，并提出了自己的一些看法。 关键词：环境立法，环境保护，环境权，政府环保职能，国家干预 I 我国政府的环境职能分析 ABSTRACT The environmental problem is one of the serious problems which countries all over the world generally face, it is following the economic activity but produces , but does not receive the regulation of law on the market , cant rely on the conscious action of the economic subject to be solved either. In order to remedy the deficiency of the market, the government produced special responsibility in this field, strengthening governments position and function in environmental protection becomes trends that countries all over the world legislate. So define government in environmental protection developing status and duty clearly, make the policies and measures of effectual sustainable development , could make it play its due role in environmental protection , bring about an advance in economy. This text has explained the reason why environmental protection becomes a basic function of the governments at first, the weak point existing in environmental protection of our government, has enumerated the Environment Management of western developed country afterwards, have analysed the unique function that the government can play in the field of environmental protection, responsibility for describing our government in environmental protection finally and implementing concretly, have put forward some ones own views.
