摘 要 目前，流动人口的医疗保障问题已经受到社会各界越来越多的关注了。从调查情况来看，医疗保险是当前流动人口最希望参加的社会保险项目。由于二元经济体制及流动人口流动性强等因素的制约，导致原有的医疗保障体系将流动人口排除在外，造成流动人口“看病难”、“不敢看病”等问题的出现。因此，积极探索适合于流动人口的医疗保障制度，使他们的健康能够得到保障，有一定的现实意义。本文选取了嘉兴市的一部分流动人口通过问卷调查、深入访谈等形式，了解了嘉兴市流动人口医疗保障参保情况，保障程度，流动人口的收入、教育与医疗保障的关联情况等现状。从中发现存在的问题，医疗保险覆盖范围情况，医疗保障的异地衔接情况，医疗保障的费用情况，流动人口医疗保障的法律保障体系。最后提出了改善嘉兴流动人口医疗保障的相关思考。签订用人合同和参保原则，大力发展社区医疗卫生服务，流动人口医疗保障与其他医疗保障制度的兼容性，加大对流动人口的教育、宣传和培训力度。 关键词： ABSTRACT At present, the floating population has been the medical security problems of social from all walks of life more and more attention. Judging from the survey, health insurance is the current of floating population in the hope of social insurance programs. Because of the dual economic structure and floating population factors such as liquidity constraints, lead to the original medical security system will be excluded, causing the floating population floating population difficulties in getting, cant see the emergence of the problems. Therefore, actively explore suitable for the medical security system of floating population, get their health can get security, has certain practical significance. This paper selects the floating population of jiaxing part of questionnaire investigation, in-depth interviews and other forms of jiaxing, learned about the floating population, medical protect ensure degree, floating population income, education and medical security sub-factors status. Find the existing problems, medical insurance, medical insurance coverage on the ground, health-care costs, floating population health-care law protection system. Finally put forward for improving the floating population of jiaxing medical security related thinking. Signing the employing contract and ginseng protect principle, vigorously developing community health services, health care and other floating population medical security system, strengthen the compatibility of floating population, propaganda and education training efforts.
