1111 产业经济 INDUSTRIAL ECONOMY 潮涌式产业升级与多元化寻路： 粤省例证* Wave Industrial Upgrading and Diversification Path Seeking: Example of Guangdong Province 李 军 杨学儒 内容提要 我国低成本制造如何突破全球价值链低端锁定是社会各界关注的焦点问题， 现有观点大多倾向于 借鉴亚洲韩国、新加坡等的成功经验以实现产业升级。 以我国低成本制造潮涌现象为切入点，发现：与亚洲韩 国、新加坡等不同，潮涌现象使我国成为国际市场价格影响者的“大国”而非价格接受者的“小国”，与20 世纪我 国低成本制造潮涌现象引起全球价值链演化而导致我国制造陷入低端锁定类似， 潮涌式的产业内升级投资也 会引起全球价值链演化，鼓励“ 多样性”发展比潮涌式升级是更为适宜的对策。 关键词 潮涌现象 全球价值链 代工 产业升级 广东 作者单位 华中科技大学经济学院 湖北武汉 430074 ； 华南农业大学经济管理学院 广东广州 510642 Li Jun Yang Xueru Abstract: How do Chinese low-cost manufacturers break through the lock of global value chain (GVC) is the focus of community issues, and the existing point of view tend to draw on the successful experience of Asian Tigers in order to achieve industrial upgrading. This paper takes the wave phenomenon of Chinese low-cost manufacturers as the breakthrough point and finds that the wave phenomenon makes China become a “big country ” which affects the price of international markets but not the price-taker as a “small country ”, which is different from the case of the Asian Tigers. Similar to the case occurring in last century that the wave phenomenon of Chinese low-cost manufac- turers led to the evolution of GVC which then made the “made in China ” be trapped in “low-end locking ”, wave investment in inter-industrial upgrading will also cause the evolution of GVC and encouraging diversity development is the more appropriate countermeasure than the wave upgrading.
