摘 要 本文从利益视角入手,通过运用利益分析、制度分析和行为分析方法,将 利益主体的策略行为研究与城镇企业职工基本养老保险省级统筹制度分析结合 起来,提出“非强制约束”和“利益衡量”的概念,对利益主体在非强制约束 状态下执行政策的利益衡量行为及内在机理进行理论上的阐释,从而对提高统 筹层次的障碍因素进行综合研究。试图在经验现象和政策执行理论之间建立起 逻辑联系,为提高我国养老保险统筹层次、推进养老保险管理体制改革的研究 提供一种新的研究思路和作出理论的探讨。 本文的主要内容包括以下六个部分:一是绪论,主要是问题的提出、研究 目的和意义、研究方法、文献回顾等。二是分析框架,包括省级统筹制度、制 度和非强制约束、利益和利益衡量等基本概念的界定及分析逻辑,政策执行分 析的理论模型和本文的分析框架。三是建国以来我国城镇企业职工基本养老保 险统筹制度的变迁,主要回顾省级统筹制度的历史演变过程。四是省级统筹政 策涉及的利益主体及策略行为,主要在于通过个案研究,描述省级统筹政策中 执行机构和目标群体的策略行为及基本特征。五是利益主体策略行为的原因分 析,重点从政策本身的因素??制度的非强制约束和政策之外的因素??利益 衡量两个方面,探讨利益主体策略行为的动因。六是结论与反思,包括对于提 高养老保险统筹层次政策的再思考和治理对策。 本文认为,正式规则的非强制约束和利益主体的利益衡量,是省级统筹政 策执行的障碍因素,也是我国提高养老保险统筹层次过程中正在或者将会面临 的障碍。因此,提出从完善现行制度安排和优化政策执行两个方面入手,来解 决省级统筹的政策执行阻滞问题,提高我国养老保险统筹层次。 关键词:养老保险省级统筹;非强制约束;利益衡量 1Abstract With a view of interests, by means of interests analysis, insititutional analysis and behavior analysis, this dissertation describes the strategic actions taken by the interested principal and utilizes an institutional analysis framework to examine the historical development of provincial pooling of the endowment insurance for urban enterprise employees in China.
