高校教职工社会保险研究.pdf

摘 要 我国现行的社会保险制度是在社会主义市场经济体制刚刚提出时应运而生 的，随着我国市场经济体制的逐步完善，以及事业单位体制改革、人事制度的 深化，特别是高校近年来进行的内部人事制度改革，我国高校教职工的社会保 险问题从无到有，越来越受到人们的关注。但是，高校教职工的社会保险问题， 在我国社会保障制度尚须完善的今天，还未得到应有的重视，高校教职工社会 保险工作的开展，还是一个摸着石头过河的阶段。 进一步完善高校教职工社会保险制度，不仅能够促进高校教职工队伍自身 的建设，而且有利于推进高校机构改革，促进全社会统一的社会保障制度建立， 为建立统一劳动力市场，保障市场经济健康有序地发展奠定基础。按照这个思 路，本文首先分析了高校教职工社会保险的发展历程及现状，指出目前高校教 职工社会保险存在的问题，及其对高校事业发展的影响和制约，明确高校进行 教职工社会保险改革的必要性并在此基础上形成进一步改革和完善的思路及方 法，为高校教职工社会保险工作更好地行使其应有的社会保障作用做一点积极 的努力和探讨，以便为今后更好地探索如何发挥社会保险在高校人事制度改革 中的作用，做出一点努力和尝试。 关键词：高校；社会保险；高校教职工社会保险 3 Abstract China’s current social insurance was emerged as the times required when socialism market economy firstly mentioned, as our country’s market economy system become better, and to reforming the system of the enterprises and institutions, the deepening of the personnel system, especially the reformation on university’s personnel system in recent years, China’s social insurance on university faculty started from scratch, it getting more and more people’s attention。However, the problems of the social insurance on university faculty need to be perfect today, it is still at the preliminary and exploratory stage in our country. To future improving the social insurance system on university faculty. not only can improve the level of the university faculty, but also helps to reform the university institutions, and to establishing the social insurance system ，in that case ,it will lay a solid foundation to establishing the labor market and ensure that the market economy will be healthy to developed.
