北京市崇文区青少年校外教育机构的公益性研究 摘 要 随着经济和社会的发展，在实施素质教育的今天，培养青少年学生的创新精神和实践 能力仅有学校教育是不够的。因此，校外教育越来越受到人们的普遍关注。作为基础教育 的重要组成部分，校外教育在发挥其功能的同时，在公益性问题上存在着认识和实践上的 许多矛盾，校外教育机构如何落实公益性原则成了社会广泛关注的问题。 本文以北京市崇文区校外教育机构为例，对青少年校外教育机构的公益性问题进行了 研究。本文首先分析了青少年校外教育机构公益性的概念和特点；其次考察了崇文区青少 年校外教育机构开展公益性的基本情况，从外部环境和内部运作等方面揭示了制约崇文区 青少年校外教育机构公益性发挥的几个问题；最后，在此基础上就如何解决这些问题提出 相关的对策建议。 关键词：校外教育；青少年；公益性 1 北京市崇文区青少年校外教育机构的公益性研究 Abstract With the development of the economy and society, quality education becomes a key of students’ development. It is hard to cultivate students’ ability of creation and practice through the school education. As one of the most important parts of education, more and more people pay much attention to out-of-school education. Meanwhile, there are many different voice and opinions towards public welfare of out-of-school education. How to implement the public welfare of out-of-school education by organization is concerned by public. This essay takes example of out-of-school education organization in Chongwen district, and focuses on the issue about out-of-school education in Chongwen district. At first place, it analysis the concept and characteristics about out-of-school education; secondly, there is an introduction about young people’s out-of-school education in Chongwen District; thirdly, it discusses the conditioning factors to the development of young people’s out-of-school education in Chongwen District from both inside and outside; at last, on the base of scientific conception about out-of-school education, the suggestions are made to solve the development problems.
