government adapt itself to the changing world; we are short of talented heads; those are the analysis of the problems with administration. We tried to combine theory with practice according to the situation in the depressed area .The unique surroundings and life habits among the poor group have become the block in finding the way of anti-poverty. The characteristics of the poor require that the specific measures about helping the poor should meet the needs in reality. The sponsors are also bothered by their own problems; persisted in using the existing ways, some of which are out of date. There was a variety of measures taken by the government. The reasons why the government took such actions are diversified as well. There are some who did for fortune; some did because of poverty; some took advantage of the weaknesses of the national system; the brain drain from the remoted area; the lack of organization and related reforms led to failure to adapt themselves to the new situation. Those are the hurdles. In order to solve those problems, I propose suggestions and steps . For example, what the policy of helping the poor is? How we can exploit the manual resources; how we invite the people to participate; how we build the local government; how we make feasible plans on science and technology and how we appoint the great young talents. I’ve made the suggestions in detail , raise various solutions to them based on objective laws in the new way to combine participation with exploitation and relief. I not only have views on some detailed measures but on how to give rights of approval on finance to the local government and how to appoint the right people to the right posts.
