论 文 摘 要 在经济全球化、分工专业化以及信息化快速发展的今天，国际服务外包成为 跨国公司提高其核心竞争力的战略选择之一，它推动了全球新一轮的产业转移， 同时，它也为正面临着能耗、贸易纠纷等问题的中国提供了一种机遇。因此，研 究国际以及中国服务外包业的现状、特点和发展趋势，对于促进中国经济的深度 开放具有一定的理论和现实意义。 本文首先在文献综述的基础上，从价值链、FDI 和技术外溢效应三个理论角 度对经济全球化中的服务外包业进行了经济学分析；然后，笔者分析了国际服务 外包业的现状与趋势，对中国服务外包业的发展大环境做了一个局势概览；接着， 利用最新数据资料，分析了中国服务外包业的现状与特点，并对中国服务外包业 做了 SWOT 分析；最后，论文分析了印度服务外包业发展的成功经验，并对中 国服务外包业的发展提出了若干针对性的建议。 当前，全球服务业离岸外包规模不断扩大，服务外包供应国之间的竞争也日 趋激烈，在这个充满机遇与挑战的时代，中国亟待正确认识国际以及本土服务外 包业发展的现状，科学地制定中国服务外包业的发展战略，以促进产业结构升级 换代，早日成为“世界办公室”。 关键词：服务外包业，ITO ，BPO ABSTRACT Today, with the rapid development of economic globalization, the specialized division of labor, and the informationization, global service outsourcing has been the strategic option for multinational corporations to increase their core competence， which forces the new global shift of industries, and offers large potential development opportunities for China, facing challenges in energy over-consumption, trade dissension etc.. The topic on China’s development of service outsourcing industry is very hot in service trade department nowadays, which is also the key point of this thesis. To some extent, it has both academic and real significance for promoting China’s profound openness. By reviewing the main literature in this field ，the thesis then gives an economic analysis on service outsourcing industry under the background of economic globalization from three academic viewpoints, i.e. value chain, FDI and technology spillover effects. Based on the updated data, the thesis introduces the current status as well as the future trends of the global service outsourcing industry, which indicates the macro environment for the growth of China’s service outsourcing industry.
