Abstract Abstract An individual has the privilege to choose his career,no matter in government or in business. The purpose we concern to it is not only for their behaviors to break the Chinese tradition of “official standard”or open the good precedent for the withdrawal system of the civil servants,but also for the regularity features of this kind of behaviors. This paper mainly aims at lauching the research about the problems of the civil servants who withdraw from the government engaging in business.It first describes the phenomenons that civil servants engage in business,then discusses the cause and the influence.This paper will find out the shortcomings of the government policy and management,compared with the America,France,German and Japan.The objective is to absorb the advance experience from the developed countries.The priority is to put forward the effective meas
