Study on Land Intensive Use of Development Zones in
Shanghai City
Abstract
A assessment indexes system of intensive land use of development zones including
9 indicators (extend of land explore, authorize rate, construction rate, floor-area ratio,
per square kilometer fixed assets investment, land investment intensity, per square
kilometer gross value of industrial output, per square kilometer revenue and per
square kilometer profit)is established, and 5 state-level development zones and 24
city-level development zones in Shanghai City from 2006 to 2008 are evaluated using
Principal Component Analysis.
Results show: the intensive degree of land use of development zones in Shanghai
can be divided into four grade; the intensive degree of land use is much higher in the
state-level development zones compared with the city-level development zones in
Shanghai; and the important factors that influenced the degree of intensive land use of
development zones in Shanghai are the level of development zones, location,
hinterland economic sustainability, leading industry selection and land management
etc.
Based on the results of the study, some suggestions such as scientifically
argumentation and programming, strict with examine and approve, adopting the ways
of industrial land-use rights transfer by inviting bids 、the forced sale 、nominal
quotation strictly, fixed number of year of industrial land-use rights is condensed,
increasing floor-area ratio properly, making good use of unused land, activating low
efficiency land, assisting corporation in development zone attracting investment 、
increasing distribution and expandin
