要 国有企业是国有资产的主要组成部分。1978年以来,为了提高企业效绩,中国持 续进行国有大中型企业的管理体制改革。改革目标以增强企业活力为起点，进而 调整国家与企业的关系，再到改进国家与企业的责任关系而展开，最后 位于建 立现代企业制度。 新钢公司和全国其它大中型国有企业一样，国有企业管理体制改革也在不断 探索前进。从高度集中的计划分配体制到代放权让利、实行厂长责任制，到建立 现代企业制度，到2007 年钢铁主业资产整体上市，新钢公司在管理体制改革有着 许多成功的经验，但也存在着许多问题，面临着新的挑战。 本文准备在对新钢管理体制改革的现状进行较深入调研的基础上，参考目前 学术界大量的关于国有企业管理体制改革的成果，寻找目前国有企业管理存在问 题的原因，结合我国前些年国有企业改革的成功经验，从多方面系统地提出如何 在新的历史时期进一步深化国有企业管理体制的改革，实现国有资产的保值和增 值的观点，为进一步深化国有企业改革提出若干建议。 从篇章结 上看，本文在导论部分阐述了研究的背景，引出了研究的命题， 点明了研究的意义及文章逻辑结 ，并对相关概念做了界 。第二章从国有企业 产生的历史、国有企业的特殊职能和国有企业产权的特殊性三个方面来探讨建立 国有企业管理体制的必要性。第三章主要介绍新钢公司企业管理体制的现状，分 析新钢公司管理体制存的问题。第四章重点介绍深化新钢公司管理体制改革的基 本思路，包括新钢公司管理体制改革的必要性和特殊性；新钢公司管理体制改革 的具体安排。 关键词：国有企业管理体制改革 现代企业制度 1 Abstract State-owned enterprises is the main component of state-owned assets . Since 1978, in order to improve enterprise performance, the reformation of management system of large and medium-sized state-owned enterprise has been being done. The obj ectives of the reform changed from enhancing the vitality of enterprises to adjusting the relations and corporate responsibility between the State and enterprises, finally to establishing a modern enterprise system. As of other national large and medium-sized state-owned enterprises, from the highly centralized planned system to the distribution of power and profit to enterprise, finally to establish a modern enterprise system, the reform of the management system of has been being done. In 2007 the XinGang Iron and Steel Company had changed into a listed company .In a word, also has many successful experiences, there are many problems.
