Abstract Wenzhou Public Transport Group, which mainly depends on the business of urban passenger transportation, invests diversified and forms a structure of diverse economic type coexisting. It combines a wide range of business including line-haul, vehicle repair, supermarket, bus advertisement, material sales, travel industry, and property management. As an important field of public utility, urban public transport industry is a public welfare undertaking associating closely with the national economy and the people s livelihood. Monopolized by the government for a long time, the whole industry is generally in deficit and keeps operating depending on government s financial subsidy. Well known as the trailblazer and located at the frontier of China s reform and opening-up, Wenzhou Public Transport Group keeps developing rapidly and steadily through capital operation and almost without any government s financial assistance, making itself larger and stronger through an amazing developmental model. Through the research on the fundamental theory of capital operation, the basic concepts of the capital and capital operation are made clear in this paper. Based on the study of relevant domestic enterprises capital operation, taking the actual situation of Wenzhou Public Transport Group into consideration as well, the paper analyzes the development of public transport industry and the process of capital operation, and finds out the problems and their reasons in the process of capital operation.
