摘 要 在当前激烈的竞争环境下，各家电信运营商都在积极制定企业可持续发展的 战略和战略目标，以培育和提升企业的核心竞争力。拓展企业的利润空间，实施 有效的成本管理和控制是促 电信运营企业实现可持续发展的关键手段之一。因 此，成本管理与控制成为电信企业关注的重心和焦点。电信企业经营的特殊性决 定了其成本管理与控制不同于一般的制造业，本文将致力于研究电信地市级企业 成本管理与控制策略。 本文共分为五个部分。第一部分为绪论，介绍本文的研究背景和意义。第二 部分介绍成本概念和成本管理范围，总结电信企业成本费用的构成和特点。第三 部分阐述 N 市移动公司成本费用管理现状以及成本管理控制中存在的问题。第四 部分对 N 市移动公司成本管理与控制策略进行重点研究，是本文的核心。主要策 略从树立正确的成本控制理念、完善以会计核算为基础的财务管理体制、优化全 面预算管理、建立有效的成本动因分 模型、建立项目型成本预算管理和控制体 系等五个方面阐述。结合地市级电信企业成本管理的现状，详细介绍了各种预算 预测方法、成本动因分 模型，项目化预算管控模式，通过导入先进的成本管理 和控制的思想，达到精细化成本费用管控的目的，从而提高企业的核心竞争力。 第五部分结语，总结全文的主要观点。 关键词：成本 成本管理 成本控制 1 Abstract In the current fierce competitive circumstances, various telecom operators actively develop strategies and strategic targets for sustainable development in order to cultivate and improve the core competitive power of the telecom enterprise. One of the keys for promote the telecom operators to reach the goal of sustainable development is expand the enterprise s profit space, and at the same time，implement the cost management and cost control effectively. Therefore, how to develop a scientific and suitable cost management become the key point and focus of the telecom enterprise.
