要 我国现行的学校评价制度通常采用统一的标准来衡量具有不同办学条件、师 资水平、生源情况的学校，很少使用发展性的指标来评价学校办学水平，忽视了 学校不同的办学基础和发展变化情况，从而导致了对学校不客观、不公平的评价。 本文 冀突破传统评价方法，利用增值评价法来测量学校效能，关注学校的变化 度，即发展的 “增量”，真实地反映出学校相对进步的程度，从而做到更科学更 全面地评价学校，激励和引导学校根据自身的实际取得最优化地发展。 本文第一章为绪论，在分析选 背景和意义的基础上，综述了国内外学校效 能评价研究的现状，指出本文的研究思路，归纳出主要内容；第二章，详细阐述 了学校效能评价的基础理论；第三章，主要阐述了中小学效能增值评价指标体系， 由七方面23 项指标构成；第四章，介绍了中小学效能增值评价在实践中的运行， 包括评价指标的计 方法和评价的运行程序，每个步骤都附有具体操作的案例。 关键词： 学校效能评价 学校效能增值评价 中小学 1 Abstract The current school evaluation system usually uses the uniform standard to measure schools with different conditions, quality of teachers and sources of students, but hardly uses the indicators of development to evaluate the school level, ignoring the different mix of schools and the development and changes, which leads to the subj ective or unjust school evaluation. This paper intends to describe the breakthrough of the traditional evaluation methods. The adopted value-added assessment system can measure school performance by focusing on the changes in schools, that is, the increment” a true reflection of the degree of relative progress of schools, thus achieving a more comprehensive scientific evaluation of the school to inspire and guide the school, in accordance with their reality, in developing at their optimum. Chapter One is the introduction of this paper, it summarize the domestic and international situation of school performance evaluation research, based on the analysis of the background and the significance of this topic; Chapter Two describes the basic theory of the school performance evaluation system in detail; Chapter Three mainly explains the construction of value-added assessment system for elementary and middle schools, which consists of 23
