Abstract The thought of government response is very important to the new public administration. Economic pluralism and polity democratization make the citizens promote their self–determination. Government have much more considered the behalf and desirability of the citizens . “Response” becomes a very important manner of government management, and many scholars focus on the research. Under the background, this paper bases on the system visual angle, take the origin of government response ability as jumping-off point, analyze the connotation, configuration, flow, influence factor, estimate, etc. And this paper advances to make a government responses ability estimate system in theory. On this foundation, the paper uses some cases to analyze the extent, deepness and availability of government response ability with questionnaire . At last, the paper gives some measures and advices to promote the ability of government response. This paper did some research basically and exploringly, The problems revealed by the result of our research needs to be further studied, and this paper is only a preliminary exploration and reference paper for future research.
