中文摘要 目前，我国有超过20 万名的孤儿没有得到国家经常性的救助，儿童福利机 构的数量与资源状况远远不能满足孤儿的养育要求。在国家投入不足的情况下， 研究儿童福利机构的社会化问 能够更好提升孤儿的福利水平，具有较高的理论 价值与现实意义。 本文运用西方公共治理理论对儿童福利机构的运行模式进行分析，阐述儿童 福利机构社会化改革的必要性。通过实地调研和访谈，从儿童福利机构的功能、 主管部门的管理方式及社会的慈善参与情况出发，探讨儿童福利机构的社会化发 展现状。认为，儿童福利机构存在机构自主性低、政府限制力强、社会慈善观念 薄弱和非营利组织影响力有限等制约因素。借鉴发达国家（地区）儿童福利机构 的运行经验，提出构建民办儿童福利机构管理机制、政府福利服 外包、加快发 展家庭寄养模式等社会化政策建议，这些研究结论，对我国儿童福利机构社会化 发展有一定的参考价值。 关键词：儿童福利机构、社会福利社会化、政府 I PDF 文件使用 pdfFactory Pro 试用版本创建 Abstract At present, more than 200,000 orphans in China do not receive regular state aid, the amount of child welfare institution and relief is unable to meet the needs of the orphans.
