风景名胜区门票价格的政府规制问题研究——以河南省主要风景名胜区为例.pdfVIP

中文摘要 近年来，风景名胜区门票价格不断上涨，严重损害了旅游消费者平等享有风景名胜资 源的权利，带来资源配置低效率，也会影响国家旅游业长远发展，因此，研究政府对风景 名胜区门票价格规制问题很有理论价值和现实意义。文章运用政府规制理论, 分析风景名 胜资源的自然垄断性和外部性等特征，阐述政府进行门票价格规制的必要性，通过问卷、 调研和访谈搜集资料，从门票价格规制目标、价格主管部门、社会监督等方面重点探讨了 河南省主要风景名胜区门票价格规制现状，认为，风景名胜区门票价格规制存在政策执行 忽视公共利益、价格主管部门缺乏独立性和权威性、门票价格 “逢听必涨”等问题。针 对门票价格规制中存在问题，设计了一个综合考虑旅游者期望值和经济效益的风景名胜区 门票定价数学模型，并运用风景名胜区供求模型，借鉴发达国家门票价格规制经验，提出 政府必须在定价目标、定价依据、社会监督等方面对风景名胜区门票价格进行规制，这些 研究结论，对河南省乃至全国风景名胜区门票价格规制都有一定的参考价值。 关键词：风景名胜区 门票价格 政府规制 I Abstract These years have witnessed that scenic area entrance fees kept rising, which not only has caused social welfare loss but also reduced efficiency of resource allocation. For the purpose of regulating tourist market and long-term development of scenic area, it is vital for government to regulate scenic area entrance fees, which is a theoretical and practical issue. First, based on government regulation theory, this article analyzes the features of scenic resource, which call for government regulation. Then, through questionnaires, research and interviews, it points out entrance fees regulation status of the main scenic areas in Henan province in some aspects, namely regulation target, price department, social supervision and so on. Then the author comes to a conclusion that government regulation fails in target , pubic interest and social supervision. At last, according to supply-demand model and experience of national park price regulation in developed countries, the author puts forward some suggestions to mend government regulation on entrance fees, such as pricing objectives, basis on pricing, pricing model, s
