Abstract
The governmental credit is not only an economic phenomenon, but also a social
political phenomenon. On the political significance, it’s a mutual puissance
relationship between government and public. And the corn is that the governmental
action of performing contract and public power result in a subjective feeling in public.
The research on governmental credit has very important meaning to the social
developments of economy, polity and culture. Therefore constructing a evaluating
standard of local governmental credit to evaluating quantity on governmental credit
condition has extremely important realistic meaning.
However, it’s not easy to measure the local governmental credit objectively and
exactly. Based on summarizing the internal and external study achievements about
governmental credit, the author had designed a pyramidal level model, from three
