摘 要 上世纪 80 年代初，广东实施农村家庭承包制，瓦解人民公社体制下的农村公共产品 供给制度，建立新的农村公共产品供给制度。在家庭承包制的框架下，虽然在有些地区， 尤其是珠三角地区的农村，农村公共产品供给制度已发生一些诱致性变迁，一定程度上缓 解了农村公共产品的供给问题，但是，从全省而言，家庭承包制实施后的农村公共产品供 给制度存在严重的缺陷，导致农村公共产品供给问题突出, 尤其是农民负担过重问题。为 了解决农民负担过重问题，广东开展农村税费改革。农村税费改革引起农村公共产品供给 制度再次变迁，形成当前的农村公共产品供给制度。但是，当前的农村公共产品供给制度 仍有不少缺陷，不能从根本上解决农村公共产品供给问题。因此，广东农村公共产品供给 制度的改革势在必行。 为了解决广东农村公共产品供给问题，本文深入研究了广东农村公共产品供给现状， 利用博弈理论与新制度经济学，分析了广东农村公共产品供给制度的变迁及缺陷，结合“统 筹城乡发展”与“新农村建设”的背景，针对当前农村公共产品供给制度的困境，提出要 从建立多元化农村公共产品供给制度出发，重构广东农村公共产品供给制度。 关键词：广东；农村公共产品；供给；制度 I Abstract At the beginning of the 80s of Previous Generation, the Rural Family Contract System is implemented in Guangdong. It disintegrates the Rural Public Goods Supply System under the Peoples Commune System, and establishes the new Rural Public Goods Supply System. Under the frame of the Rural Family Contract System, though the Rural Public Goods supply System has some variance gradually, which to some extent relieves the problem on the supply of Rural Public Goods, but from the angle of the whole province, the Rural Public Goods Supply System under Rural Family Contract System has serious defects. These defects lead to a fact that the problem on the supply of Rural Public Goods stands out, in Particular the problem of peasant bearing the overweight. For solving the problem of peasant bearing the overweight, the Rural Tax and Fee System is reformed in Guangdong. The reform of Rural Tax and Fee System lead to the variance of the Rural Public Goods Supply System again, and shapes the current Rural Public Goods Supply System. But the current Rural Public Goods Supply System also has many defects, and cant radically work out the problem on the supply of Rural Public Goods.
