Strategic planning for the US textile industry Strategic planning should suggest viable directions for the US textile industry to attain sustainable market opportunities. Lean supply chains developed in neighboring countries for basic apparel cannot sustain the US textile industry because of squeezed margins with intense price competition. There may soon be a restructuring of lean supply chains in the commodity apparel sector. Cost reduction with efficiency becomes a minimum requirement in business and is no longer a strong, viable strategy for competing in todays dynamic markets. Our analysis of current market conditions, along with the trade data analysis, indicates a void of responsive supply-chain networks for fashion basic products in the Western hemisphere. The real opportunity for the US textile industry lies not in basic products but in fashion basic products. Although retailers have been emphasizing speed-to-the market as the most important factor in their success, it is also true that time-sensitive items with high margins are sourced mainly from the flexible suppliers in East Asian countries. Furthermore, in order to achieve a fast time-to-market with flexibility, some US apparel marketers (e.g. Liz Claiborne) have decided to move their product development teams to China (Kahn, 2004). The shortened, integrated, and flexible supply chains developed in Chinese industry clusters make China the number one choice as a sourcing location. In the post-quota era, China will enhance its position by developing more efficient, responsive, and flexible supply chains. Yet, the difficulty of forecasting consumer demands for fashion products limits the ability to match demand and supply, and the distress from the mismatch will be further aggr
