In recent years , the lawsuit of digital library is countless ; in the rage of disputes , those are relevant to intellectual property rights protection of digital library. How to deal with the fair use issue and balance tripartite benefit of the intellectual property rights owner , the network service provider , and the work user is an important question . Fair use and statutory license can not satisfy needs of re sources construction and service of digital libraries and how to take effective measures of protection .
