第五届亚洲安全社区会议 The 5th Asian Regional conference on Safe Communities 政府主导安全社区创建更高效更长远 —卢湾区安全社区创建可持续发展的思考 于智国 江华 （上海市卢湾区安全生产监督管理局，中国上海） 4 【摘要】本文通过对上海市卢湾区个街道深入的走访调研，尝试了解目前卢湾区创建安全社区 过程中存在的一些困难和瓶颈问题，并对如何凭借我国政治体制的特点和优势，运用政府行政 职能，有力、高效地调动和统筹各方面资源，指导安全社区创建，实现可持续发展，提出了6 条建议：在区和街道两级建立安全社区建设常设机构，确定专人负责；形成一套有效的安全社 区创建方法和机制，长期稳步推进；实行例会制度和联络人制度，使各级部门和相关单位形成 合力；采取网上备案、签到等措施，构建一个可持续的跨部门合作网络；建立登记、填表、复 审、检查等制度，形成科学高效的事故与伤害的监测、风险辨识及其评价体系；拓宽渠道和载 体，加大教育培训和宣传总结力度。 【关键词】安全社区; 政府主导 ; 可持续发展 More Effective and Constant Safe Community Construction Led by the Government ――discussion on the sustainable development for Luwan District safe community construction Yu Zhiguo, Jiang Hua (Shanhai Luwan District Administration of Work Safety, Shanghai, China) Abstract: Through visiting and investigating 4 streets in Luwan District of Shanghai and understanding present difficulties and bottleneck question in process of Luwan District safe community establishment, This article put forward 6 proposals about how to rely on our country political system’s characteristic and superiority, use government executive functions, transfer and plan various aspects resources effectively and powerfully, conduct safe community establishment and realize sustainable development: founding safe community establishment permanent organization in two level of district and street and fixing person specially assigned for this task; forming a set of effective safe community establishment method and mechanism and advances with steady steps for a long time; implementing regular meeting and contact person system so that departments and related 5
