摘 要 本文通过对清末新政时期中央经济机构改革的背景、改革中留学生对整个经济机构 改革的左右、改革中各部门的机构和职能调整、改革中的人事变动、政治斗争的影响几 个方面的研究，尝试探讨这一改革的内在规律，并对其进行比较公正的评价。 新政时期中央经济机构改革的思想和方案都经过了一段比较长时间的酝酿。中国曾 对西方的近代经济机构进行了比较深入的研究和学习，注意到了西方中央经济机构的特 点，而且与清政府的中央经济机构进行了对比。留学各国的大臣们的建议是新政中央经 济机构改革方案设计的主要依据之一。中国近代留学生最能够解读西方近代经济体系知 识和资料，最能够理解西方。因此在新政改革期间，基本的改革原则和具体的措施，大 部分都来自留学生。他们在改革中起了很重要的作用。但由于自身认识和时代条件的限 制，他们编订的中央经济机构改革方案中还有很大的缺陷。 从清朝建立到戊戌变法之前，清政府中央经济机构有过微调，也有过改革的探索， 但都没有发生根本性的变化，直到清末新政时期，中央经济机构改革才真正的展开。机 构部门的调整也带来了职能的丰富和变化，实现了中央经济机构职能上的专业化和现代 化。 关键词：清末新政；中央经济机构；改革 I II Abstract This paper attempts to do a more macro and depth global study on the basis of the existing economic reform. The issues involved in two aspects of the reform of the Late Qing Dynasty and Chinas economic modernization, and the paper want to be able to make some contribution to supplement and improve the research system and research of these two fields of historical research.
