摘 要 2013 年9 月13 日,国务院印发文件正式提出开展老年人住房反向抵押养老保险 试点,以房养老话题迅速引发广泛关注。 我国老龄化日趋严重，养老金出现巨大缺口，家庭养老面临难题。在此背景下， 亟需进行养老方式的创新。国外走出了创新型金融养老模式，即住房反向抵押贷款， 也称倒按揭。该模式在国外成为被普遍认可的养老补充模式，受到了我国学者和金 融机构的关注。 我国虽然有推进倒按揭模式作为补充养老的迫切需要，也在不同城市以不同模 式进行了试点，但是通过试点发现，我国运行倒按揭模式存在着一些问题和障碍。 本文对内地试点情况进行了详细分析，找出了在试点实施过程中出现的问题和 障碍，并对五大主要障碍进行了分析。在此基础上，研究了美国、英国、加拿大及 新加坡等国的模式，分析出其模式成功之处及经验教训。结合我国实际国情，确定 我国倒按揭产品的模式设计目标，明确参与主体及其定位并给出了政策建议。 关键词：倒按揭，模式，老龄化 5 Abstract The topic of supporting the aged ones financially with houses aroused public concern upon the officials document released by the State Council about starting the th experiments of housing reverse mortgages insurance in September, 13 2013. Based on the aging problem today in China and the big gap of governmental pension account, as well as the practical difficulties in family support, there is an urgent need to practice innovation on new ways in supporting the aged ones financially. Chinese scholars and financial institutions turned their eyes to abroad and began to study a new financial product named Reverse Mortgage which could be understood as house-for-pension model and now is pretty popular in western countries. In China, this housing reverse mortgage idea is badly needed while all the three pilot projects in Nanjing, Shanghai and Beijing, although with different models, turned to be constrained with obstacles and difficulties. Here I would like to analyze the pilot projects one by one in detail and figure out what are the problems and the five deep reasons why all experiments met big difficulties in the very beginning and during operation process.
