摘　　要　 教育是培养人才和增强民族创新能力的基础，而基础教育是我国教育发展创新的 基础。基础教育作为义务教育在理论上，它应该是由政府提供的强制性免费教育。但是 受国家教育投入不足，城乡二元教育体制等因素制约着基础教育的发展。主要是由于近 年来城乡之间不同的经济实力及校际资源的差距决定了学校在办学条件、师资队伍和管 理水平、办学质量上的差距。哈巴河县位于新疆维吾尔自治区西北边陲，西、北与哈萨 克斯坦、俄罗斯接壤，属“少、边、穷”地区。该县基础教育发展比较迟缓，教育发展 的滞后影响到该县经济和社会的发展。哈巴河县要实现现代化，必须落实教育优先发展 的战略地位，把教育作为脱贫工作和发展民族文化，实现现代化的重要环节来抓，形成 以教促富，以富促教的良性循环。如何发展哈巴河县的教育，对哈巴河县的人力资源进 行有效地开发，促进哈巴河县的经济发展和社会进步，是一个值得研究和探讨的课题。　 本文以新疆维吾尔自治区阿勒泰地区哈巴河县的基础教育发展为研究对象，在总结 国内外基础教育发展相关理论研究成果的基础上，立足于哈巴河县域基础教育的发展现 状，分析制约哈巴河县基础教育发展的影响因素，抓住经济因素、环境因素和体制因素 等主要影响因素，归并特征。采用主成分因子分析方法将哈巴河县和阿勒泰地区其它各 县的基础教育进行对比分析，以及对哈巴河县各乡学校基础教育情况进行了分析对比。 在此基础上，通过概括和总结该县基础教育发展存在的问题，并提出加快发展基础教育 的建议和对策，以期为哈巴河县基础教育的发展和改善提供参考。　 关键词：基础教育；影响因素；主成份；哈巴河县　 I Abstract Education and training is to enhance our national ability to innovate on the basis of, and education is the foundation for the development of innovative education in China.Basic education as a compulsory education in theory, it should be provided by the Governments mandatory free education.However, inadequate investment in education by the state, urban-rural dual system of education restricting the development of basic education. mainly due to urban and rural areas, the different economic strength and gaps inter-school resources directly determines the conditions for running schools, teaching staff and management, the quality gap.
