中文 摘 要 抗日战争时期，私营工商业是抗日根据地的主要经济成分之一， 它的存在和发展，对中国共产党领导的敌后对日作战，根据地的经济 建设和其它各项建设事业都起着至关重要的作用。中国共产党把马克 思主义基本原理同中国具体革命实际相结合，在同 “左”倾错误思想 作斗争的过程中，认真总结和吸取了以往对待私营工商业的经验教训， 制定和执行了一系列正确的私营工商业政策，鼓励和推动了根据地私 营工商业的发展，在抗日根据地的实践中产生了广泛影响，对于社会 主义初级阶段发展私营经济也具有重要的启示。 本文共分四个部分: 第一部分，论述了抗日战争时期党的私营工商业政策形成的历史 条件，这些历史条件主要是:新民主主义革命的客观要求，争取抗日 战争胜利的需要，总结经验和纠正 “左”倾私营工商业政策。 第二部分，阐述了抗日战争时期党的私营工商业政策的内容，包 括实行投资开放政策，奖励私人投资工商业;保护私营工商业的正当 经营;保证私营工商业充分发展的相关政策:限制私人资本的过分剥 削等。 第三部分，总结了抗日战争时期党的私营工商业政策的特点，这 些特点主要体现在其内容上和贯彻执行中。 第四部分，对抗日战争时期党的私营工商业政策进行了客观评价， 既充分认识了其历史成就，又客观分析了其缺陷和执行中的偏差，同 时分析了它对现阶段发展私营经济的启示作用。 关键词:抗日战争时期 私营工商业政策 中国共产党 ABSTRACT ResistagainstJapanwartime,privatelyownedindustrialand commercialenterprisewhethermaineconomyofanti-Japanesebasearea becomefirst,itsexistenceanddevelopment,fighttodaytotheChina enemysrearareaundertheleadershipoftheParty,theeconomic constructionofthebaseareaandotherconstructioncausesplayan essentialrole.TheCommunistParryofChinacombinesMarxismbasic principleandChinasconcreterevolutionaryreality,whileitisthatthe wrongthoughtdoesstruggletoinclinewith”left”，havesummarizedand drawntheexperienceandlessonsthattreatedtheprivatelyowned industrialandcommercialenterpriseinthepastconscientiously,have makeandcarryoutaseriesofcorrectprivatelyownedindustrialand commercialenterprisepolicies,hasencouragedandpromotedthe developmentofprivatelyownedindustrialandcommercialenterpriseof basearea,haveproducedextensiveinfluenceinpracticeofthe anti-Japanesebasearea,developprivateenlightenmentwithimportance tooofeconomytotheprimarystageofsocialism.
