分类号 密级 硕士研究生毕业（学位）论文 姓 名： 年 级： 专 业：行政管理 研究方向：公共设施运营与管理 论文题目：BT项目投资方的风险评估与对策研究 导 师： 完成日期：2010年5月 天 津 商 业 大 学 BT项目投资方的风险评估与对策研究 The Research on Risk Assessment and Countermeasures of Investors of BT Projects 专 业______行政管理____ 研 究 生______尤永波______ 所在学院：公共管理学院 2010年 5月 摘 要 目前来看，我国基础设施领域的投资建设基本都是由政府主导，随着基础设施需求的不断增加以及基础设施建设规模的不断扩大，仅仅依靠政府财政资金的投入很难满足基础设施的建设需求，并且一些政府机构在基础设施项目的建设和运营上还存在投入高、效率低的问题。基础设施民营化可以将市场竞争机制引入基础设施领域，一方面可以缓解政府财政的投资压力，另一方面也可以大大提高基础设施项目的建设和运营效率。 BT融资模式是基础设施民营化的一种具体操作方式，它由BOT融资模式演变而来。本文首先描述了BT融资模式的概念、基本特征、运行程序，并就BT融资模式的具体运作方式以及在我国的应用现状进行了阐述，同时也指出了当前BT模式在我国应用过程中存在的问题；本文重点对BT项目投资方在项目融资阶段、建设阶段和回购阶段面临的风险进行了描述和分析，如利率风险、成本超支风险以及政府信用风险等，并对相关的风险评价方法进行了分析，就项目投资方如何有效降低和规避风险提出了合理化建议；最后本文运用BT项目模糊风险综合评价方法和构建BT项目总体风险评价模型的方法，对BT项目在实际操作中的投资风险进行评价，为BT项目投资方做出最终的投资决策以及在项目运作过程中合理应对风险奠定了基础。 关键词：基础设施 BT融资模式 项目融资 风险评估 Abstract Now days, the investment and construction of infrastructure in our country are basically dominated by the government. As the increasing demands of infrastructure and expanding scale of infrastructure construction, only rely on funds of government investment could not meet the demands of infrastructure construction. And the problem of high inputs and low efficiency in construction and operation of infrastructure projects is still exist in some areas. The mechanism of market competition can be introduced in the area of infrastructure by Privatization of Infrastructure. On the one hand, it can ease the pressure on the government’s financial investment. On the other hand, it can also greatly increase the efficiency of construction and operation of infrastructure projects. BT financing mode is a specific operation mode of infrastructure privatization which evolved from the BOT financing mode. Firstly, this paper describes the concept, basic characters, process of operation, specific operation mode of BT financing mode, and the application status in our country. Meanwhile
