内容提要 科学决策离不开科学的决策体制 我国许多决策失误大都是因为决策体制的 不完备造成的 面临着新世纪的严峻挑战和发展机遇 必须优化公共决策体制 才能实现科学决策 本文正是从这个角度出发 来研究如何推进我国的科学决策 文章共分三个部分 1 探讨科学决策特别是科学的公共决策的意义 其意 义在于能有效地引导 协调和促进我国的社会 政治 经济的全面发展 2 探 讨了公共决策体制的涵义 构成 运行及其对科学决策的影响 并着重分析了公 共决策体制六个组成系统 情报信息系统 决策系统 参谋咨询系统 监控系统 执行系统等 以及相互之间协调的不完善给我国科学决策所带来的影响 3 提 出优化公共决策体制的途径 针对上述公共决策体制存在的缺陷 提出了七种优 化公共决策体制的途径 即分别完善公共决策体制的六个组成系统 提高公共决 策参与人员素质以及协调好六个系统之间的配合 从而真正使公共决策体制形成 一个运转有效的统一整体 Abstract Correct policy cannot be made without a complete policy-making system. We made many wrong policies because of our incomplete system. Facing rigorous challenges and chances of the development in 21st century, we should improve the public policy-making system to make policy correctly. This article researches how to propel to make policy correctly from the angle of improving the system. The article is divided into three parts. 1. Researching the significances of the scientific policy-making especially of the public policy-making. It is obviously that only can scientific public policy-making make us grasp the chance to lead, adjust and promote the whole development of our country. 2. Inquiring into the meanings, compositions and operation of the public policy-making system. And it also analyses the incomplete factors of the system, which holds up the scientific policy-making. 3. Putting forward seven ways to solve the weakness of the system to form an entirety operated effectively. The seven ways include adjusting the six part of the system, completing the coordination with each other and improving the quality of people taking part in making policy.
