From the framework of HeXie management theory, a strategy can be conceived as a deve oping theme, w hich is rather stab e in a re ative range and has overa inf uence, p us a HeXie mechanism. Fur- ther, the deve opment theme is determined by three factors, the environment , organization and eader, and the HeXie mechanism, supporting the deve opment theme to be rea ized and constant y adjustment, is estab ished on the He Ro es, Xie Ro es and the integration of the tw o as w e , which p ay the ro es of uncertainty reduction, optimization re- spective y.
