河北省高等教育发展对经济增长作用的实证与研究.pdf

摘 要 摘 要 人力资本是经济增长的智力资本，对经济增长的作用至关重要。高校是培养高素质 人力资本的场所，高等教育的发展直接决定和影响着人才的输出和供给。自 1999 年我 国普通高校扩招以来，河北省高等教育虽有了很大发展，但仍然存在很多问题，尤其是 河北省的地理位置使得人才大量流向京津地区，人才的“马太效应”十分严重。河北省 高等教育的发展现状怎样，对经济增长的作用如何，怎样解决河北省高等教育发展中存 在的问题？本文将做出一定的研究。 本文在分析河北省高等教育时，分别从高等教育规模、高等教育质量和高等教育资 源的角度进行研究。选取普通高校数、毕业生数、专任教师数、教育经费作为研究高等 教育规模的指标，搜集我国 31 个省市 1999 年至 2009 年的数据，构建了面板数据模型， 分别对这4个指标做了回归，得出它们各自对经济增长的贡献率。以高校实力、生均教 育经费、生师比、专任教师中正副高级职称教师数、校舍面积、年末专用设备资产值、 年末图书册数、研究生培养单位、教育经费来源、科研经费等作为分析高等教育质量和 资源的指标，并将高等教育与就业结构和产业结构相联系，指出高等教育发展与就业结 构和产业结构不相适应的地方，为河北省高等教育发展提出对策建议。 关键词 经济增长 高等教育 面板数据模型 高等教育规模 高等教育质量和资源 I Abstract Abstract The human capital is the intellectual capital of economic growth,and it plays an important role in economic growth.
