Human capital stock is defined as the total knowledge and skills stored in human beings by investing education and practices. It studies t he external ef- fectiveness and internal effectiveness of human capital stock by high speed economic growth based on high-education reforming case and Jiangxi province economic unreasonable growth case, opens out the relationships betw een international human capital stock distribut ing difference and countries economic growt h speed. Facing up to the urgent situation of industry construction ad- justment and economic grow th methods changing. It draws some conclusions that take education as investment strategy to in- crease internal effectiveness of human capital, enhance professional training to strengthen internal effectiveness of human capital and importing oversea talents to directly gain human capital stock.
