企业集群绩效评价体系的构建与实证的研究.doc

中文摘要 随着信息经济的发展和全球经济一体化的到来，以分工合作、生产专精 为主要特征的企业集群作为一种高效的经济体形式，对于区域经济的发展 有着越来越重要的意义。集群的长远发展立足于集群的治理，而集群治理 首先必须立足于集群的评价。本文的研究目的是从集群的运行机理出发， 构建集群的绩效评价体系，并以福建晋江的鞋服类集群作为实证对象。在 建立评价体系的过程中，运用平衡记分卡理论和集群网络“SCP 范式”的研 究方法，从集群的财务、市场、集聚、创新四个层面来评价集群的绩效。 通过对晋江鞋服类集群绩效的评价，可以发现近年来晋江集群经济的发展 态势迅猛，但集群的短期行为开始增多，集群治理的问题不容忽视。 本文的内容主要分为三个方面，一是企业集群绩效评价的基础理论研 究，二是绩效评价指标体系的构建，三是晋江鞋服类集群的实证研究。本 文研究的理论意义在于扩展传统企业财务绩效评价工具的适用范围，为中 观经济体评价方法探索新路。现实意义在于对福建晋江鞋服类集群的发展 进行剖析，发现集群发展的问题并提出相关建议。本文的主要创新在于以 平衡记分卡与集群绩效动因模型的结合来构造集群绩效评价体系，该体系 不仅适用于泉州地区，对于条件相似的其他地缘型集群的评价也同样具有 借鉴意义和参考价值。 关键词：平衡记分卡；企业集群；绩效；评价 Study on the Construction of Evaluation System and Empirical Research on the Enterprise Clusters’ Performance Abstract With the development of the Information Economy and the arrival  of  the  global  economic  tendency,  enterprise  clustrs  which  characteristics are cooperation and produce specialization as a highly effective economic form has become more and more important meanings. The long-term development of the clusters base on the clusters administration, but the administration must be base on the clusters evaluation at first. The purpose of this paper is to build the assessment system of clusters’ performance root in the clusters operation mechanism, and take Fujian Jinjiang shoes and clothing cluster as empirical example. This paper apply the Balanced Score Card theory and “SCP paradigm”research method as basic tool to establish evaluation system. The system evaluate the clusters economic performance from the four capacities as finance, marketing, gathering and innovation. The result of Jinjiang shoes and clothing clusters evaluation performance shows that the clusters has the rapid economic development trend in recent years, but the appearance of the increasement of clusters short-term behavior can not be ignored.
