摘 要 近几年，面对激烈的市场竞争，半导体制造行业生产模式由单一的面向库存生 产模式向订单、小批量、多品种敏捷制造生产模式转变，这样生产中需要面对的 问题愈来愈多，企业资源计划（ERP ）已经不能满足企业的需要，面对该情况，SPN 公司提出在企业资源管理层和生产设备终端软件之间建立制造执行层（MES ），在 ERP 和生产设备终端软件之间建立桥梁。然而实施 MES 是高风险、高投入的系统 工程，实施的成功与否受到诸多因素的影响，从系统规划到实施的整个过程存在 种种风险。如何有效管理和控制好这些风险，提高项目质量和可靠性，是企业实 施 MES 时必须要考虑和解决的问题。 论文首先对 MES 和项目风险管理的相关理论和基本概念进行了系统介绍。 其次针对半导体制造行业的产业特性、生产特征和生产制造管理现状进行了 分析，提出了在进行项 目风险管理的条件下，SPN 公司作为半导体制造企业实施 MES 的需求和实施MES 过程中需要解决的问题。 再次，针对 SPN 公司实施 MES 需要解决的问题和需要，提出了一种实施 MES 的项目风险管理模型，分析了项目风险管理模型的内容，包括项目风险识别、项 目风险评估、项目风险规划、项目风险跟踪和控制。从企业的政策制定、标准定 义和技能培训三个方面构建了 SPN 公司实施 MES 系统项目风险管理的保障制度。 最后分析了基于项目风险管理 SPN 公司实施MES 的流程及其实施过程中项目 风险管理所起的效果。 关键词：MES ，项目管理，项目风险管理，半导体制造企业 ABSTRACT Recent years, face to the big competition of the market, the production mode has been changed to the Agile Manufacturing which is order-faced, small batch and diversification from the inventory-faced in the semiconductor industry. More and more issues need to be faced in this kind of manufacturing, and during the Enterprise Informationalization, the ERP implementation could not satisfy the real requirement of the enterprise. So, when SPN Company faces to those kinds of questions, a new layer named Manufacturing Execution System (MES) which is between the ERP and the Shop floor equipments was came out, and that build a bridge to connect the ERP and the shop floor control software systems. However, the MES implementation was a high risk and high investing engineering in SPN Company, plant of factors effect the goal, and there will be kinds of risks from the system layout to the deployment.
