II 摘 要 服务行政是世界的发展潮流，随着社会主义市场经济在中国的逐 渐发育成熟及中国的成功入世，创建服务型政府成为我国改革的目标 模式已被人们所认同。2007 年，党的十七大明确提出了完善公共服 务体系，提升政府公共服务能力，全面建设服务型政府的目标。在此 大背景下，县级政府作为我国的基层政府，在统筹城乡发展、建设新 农村和落实公共服务职能等方面被赋予了更多的重任，其公共服务能 力的大小直接影响到服务型政府建设的成效。目前，我国县级政府的 公共服务能力与服务型政府建设的要求还有较大差距，远远不能满足 民众对公共服务的需求，两者之间的矛盾日益凸显，因此研究县级政 府公共服务能力的提升越发紧迫。 本文在对服务型政府和政府公共服务能力等相关理论文献进行 研究的基础上，概括了我国县级政府公共服务的现状，系统分析了影 响县级政府公共服务能力的主要因素，并针对当前县级政府公共服务 能力不足的问题，提出了相应的对策。 关键词：服务型政府；县级政府；公共服务能力；对策 I Abstract Administrative services are the trend of the world development. Along with the gradually mature of the socialist market economy in China, and the entry into WTO, to build a service type government has become the target of our country’s reforms which has been recognized by the people. On 2007, the 17th Party Congress clearly proposed the target that to perfect public service system, to improve the ability of government public service, to construct all-round service type government. Under this background, the county government, as the basic government, is given more responsibilities in the urban and rural development, new rural areas construction and the implementation of public service functions. Its public service ability directly affects the effect the construction of the service type government. At present, our county government public service ability is still far away from the requirement for constructing a service type government. It cannot meet the peoples demand for public services. The conflicts between the two parties are becoming more and more harder. So to study how to improve the service capacity of the county government has been rather urgent.
