关于医生成为“公共品”的政策建议 杨国利1，何兴图，任龙喜，王永光，张新庆 文摘：背景 基于医疗卫生保健体系存在系统性缺陷的认知，本文提出让医生成为公共 品来弥补这些系统缺陷的政策建议。医生成为公共品是实施人文医疗的必要条件。 价值和 意义 公共品属于经济学概念。以 2009 年的官方统计数据为依据，政府第一年增加投入经济 成本大约 3400 亿前提下，医生成为公共品的可预期收益包括：1. 医生工资将提升 5 倍而达 到年人均约 21.38 万元；2. 通过消除过度医疗而产生大约 10525 亿的经济效益；3.确保医生 经济独立性而实现医药分开；4. 完善医生分工体系，开展人文医疗，提升患者的医疗满意 度；5. 提升医疗体系的公平性；6. 提高医疗效率。结论：医生成为公共品意义重大，且在 在经济上具有现实性、可行性和可持续性。 关键词：公共品医生，医生分工，保健体系，系统缺陷，医改 The policy suggestion that the doctors become the public goods 【Abstract】 Background According to the idea that there is some systematic deficiencies in the inner medical and health care system, this article suggests the idea that can remedy the systematic defects by making the doctor to be the public goods. It is the prerequisite for the medical humanities to make the doctor to be the public goods. Significances The public goods is involved in the economics. Based on the 2009 statistical figures, the economic cost of this suggestion is about 340 billion yuan, its theoretical and main earnings include: 1.the annual per capita salary of a doctor will add 5 times and get to about 213.8 thousand yuan, 2. its direct economical income is about 1052.5 billion yuan by eliminating the excessive medical treatment, 3. to ensure the separation of clinic from pharmacy by ensuring the economic independence of the doctors, 4. to perfect the doctor system of division of labor and cooperation，to develop the medical humanities and to improve the patient’s satisfaction degree, 5. to advance the equity of the medical health care system, 6. to improve the medical efficiency.
