The city is a dense cluster with none agriculture occupations where exhaust the most energy and resources, meanwhile lead to the 75%~80% global emission of greenhouse gases, thus shouldering the major challenges of reducing greenhouse gas emissions. From the carbon emissions source point of view, the city is a concentration of population, construction, transportation, industrial, logistics, and high energy consumption, and the concentration of carbon emissions. The growing urbanization will lead to a significant increase in energy use and carbon dioxide emissions. Better urban planning and 1 policy can reduce energy use and greenhouse gas emissions. Basing on the low-carbon urban planning principle, this paper will discuss the scientific clarifications in the courses of the definitions, the study boundaries, the compromise narrow down to support and simplify the study process, as well as the various aspects of optiona
