失地农民权益保障问题研究 刘科问，张艳粉，陈伟强 （河南农业大学资源与环境学院，河南 郑州 450002） 摘要：研究目的：解决失地农民权益保障问题。研究方法：文献资料法、比较分析法。研究结果：我国绝大多数失地农民失去 土地后生活水平下降了，没有得到足够的征地补偿，也缺乏必要的社会保障。目前有少数地市的权益保障做得比较好，但总体 上来说失地农民还面临许多问题。解决方法主要有完善征地制度、提高征地补偿、促进农民就业以及完善社会保障制度。研究 结论：失地农民现状堪忧，要想使失地农民的生活水平得到提高，使他们享受到城市化带来的权利，而不仅仅承担义务。政府 需要在完善征地制度和社会保障机制方面做得更多。 关键词：土地征用；制度保障；土地补偿；失地农民； The Study of Landless Peasants’ Rights And Interests Protection LIU Ke-wen, ZHANG Yan-fen, CHEN Wei-qiang (College of Resources Environment，Henan Agricultural University ，Zhengzhou 450002 ，China) Abstract: Research purpose: To solve the problem of land-losing farmers rights and interests protection. The research methods: The literature material method and method of comparative analysis. The results of the study: The living standards of the vast majority of Chinas landless peasants falling after they lost their lands. They have not had enough land expropriation compensation, and lack the necessary social security as well. The Protection of the Rights and Interests is done good in few cities, but on the whole land-lost farmers are also face many problems. There are some methods that can solve these problems: perfection the land expropriation system, improve the land requisition compensation, stimulate farmer obtain employment and improve the social security system. Research conclusion: The present situation of landless peasants is bad. I1n order to improve landless peasants’ living standard, so that they can enjoy the rights of urbanization, and not just undertake the obligations.
