毕 业 论 文 非关税壁垒的新趋势及 其对国际贸易的影响 专 业 国际经济与贸易 学生姓名 班 级 BM国贸081 学 号 0851409124 指导教师 　 完成日期 二零一一年六月 非关税壁垒的新趋势及其对国际贸易的影响 摘 要：20世纪90年代以来世界贸易组织的成立及其规则和制度的不断完善，使传统的关税壁垒明显减少，但各国为了维护其自身的经济利益，以各种名义实施新的贸易保护措施，逃避世界多边贸易体制的约束，目前已成为发达国家限制发展中国家贸易发展的新手段。非关税贸易壁垒作为客观上的贸易保护政策措施，已经成为贸易发展的主要障碍。对非关税贸易壁垒的内涵外延简单界定的基础上，从理论上对非关税贸易壁垒的关税替代效应进行理论分析，并用博弈论的方法对非关税贸易壁垒的形成原因进行分析，指出非关税贸易壁垒政策可能给设立国带来的保护成本效应，目的在于认识和掌握这些政策工具的共同影响，为我们进一步认识各具体政策的差别影响、熟练合理的借鉴利用提供参考。 关键词：非关税壁垒；新趋势；对国际贸易的影响；应对策略 The new trend of non-tariff barriers and their impact on international trade Abstract：Since the 1990s, the establishment of the WTO and its rules and institutions continue to improve, the traditional tariff barriers significantly reduced, but in order to maintain its own economic interests, the implementation of new trade protection measures under various names, to avoid the world the constraints of the multilateral trading system, has become a new means for developed countries to restrict trade development in developing countries. Trade protection policies and measures as an objective, non-tariff barriers to trade, has become a major obstacle to development of trade. Theoretically non-tariff trade barriers, tariff substitution effect on the connotation and extension of non-tariff barriers to trade simply as defined on the basis of theoretical analysis and game theory to analyze the reasons for the formation of non-tariff barriers to trade, pointing out that non-tariff trade barriers to policy may set up the protection of the country to bring cost-effectiveness, the purpose of understanding and mastering the combined effect of these policy tools to further our knowledge of the differential impact of specific policies, skilled and reasonable to draw upon to provide a reference.
