Abstract FollowingParts1and2ofthestudyfromthesociologyandvisionarydevelop
mentpointsofviewofthenewseashorecitytobebuiltinthesouthernofColoaneandHangqin
islandinthereclaimedlandintheshallowbayarea,thisPartistoexplorethepossibleengi
neeringsolutionstomakethedreamcomestrue.InMacauthenew16km2cityisanislandsetat
1～ 2kmfromtheHacsaBay,whereasthe16km2newcityinZhuhaiisapeninsulaofHan
gqin.Simpleengineeringworksareallitneedstocheckthemuddywaterflowsinthebayat
lowtides,butnottheseawaterduringhightides-thereforethemuddywatershouldstaya
wayfromthebayandthewaterqualityisimproved.Theplancannotbeimplementedwithout
thecooperationofZhuhaiandtheblessingoftheCentralGovernmentandtheGuangdongAu
thority. Thepurposeofthisstudyistoschemetheinfrastructure,includingexpressway,
bridge,tunnelanddeepwaterportforthenewcityZhuhaiatthesametimeisbenefitedfrom
thedevelopmentasitcouldsharethedeepwaterportandownanexpresswayconnectingZhuhai
westtotheHongKong-Zhuhai-Macaulanding.Theplanalsoshowsthepossiblewayofde
velopingHuangMaoIslandintoaninternationalcruiserterminal,anaturedeepwaterporton
thewestsideofthePearlRiverDelta.Anoceanparkisalsopossible.Theislandislinkedto
thenewcitybyasea-crossingbridge.Finally,theconstructioncostisestimatedusingthe
completedsimilarprojectsinChinaasaguide.Theestimatedcostisaround40～ 60Billion.
Assuming25％ ofthelandwithaplotratioof5issetforsalefordevelopmentright.Basedon
thecurrentmarketvaluethesaleproceedscanbeasmuchas300～ 360Billion.Thiswould
makethewholeprojectselffinanced.Aslongasth
