2009 年度山东省环境保护优秀论文集 山东省能源、经济与大气污染相关问题的探讨 1 慕金波 杜金辉 （山东省环境保护科学研究设计院，山东济南 250013 ） 摘 要：以煤为主的能源消费结构是山东省大气污染严重的主要原因。随着现代化、工业化和城镇化的快速 推进，居民消费结构不断升级，山东省能源消费总量将持续大幅度增长，能源、环境与经济发展的矛盾日 益突出，成为山东省经济发展的制约因素。本文阐述了山东省能源开发利用状况、经济发展与能源消费的 关系以及能源消费对大气污染造成的影响，在此基础上提出了能源可持续发展和减少大气污染物排放量的 措施和途径。 关键词：能源消费结构；大气污染；对策；山东省 Study on Effect of Energy Exploitation and Utilization on Air Pollution and the Countermeasures in Shandong Province Mu Jinbo Du Jinhui ( Shandong Academy of Environmental Sciences, Jinan Shandong 250013 ) Abstract: Energy consumption structure which was coal-dominated was the primary reason of air pollution in Shandong Province. With the rapid development of modernization, industrialization and urbanization, the residential consumption model was upgrading constantly, the energy consumption of Shandong Province would increase a lot constantly. The contradiction among energy, environment and economy became increasingly prominent and became a key factor that restricted the development of economy in Shandong Province. The status of exploitation and utilization of energy in Shandong Province, the relationships between the development of economy and energy consumption and the effect of energy consumption on air pollution were expatiated. Based on these, measures and approach to keep the sustainable development of energy and reduce the discharge amount of air pollutant were put forward.
