枣子湖村新农村建设问题研究 摘 要 “社会主义新农村”的提出，是在新的历史背景中，在全新理念指导下的一次农村综合变革。建设“社会主义新农村”提出后，立刻得到了全国上下的响应，各级政府调动人力、物力、财力来发展新农村建设，涌现了一大批示范村、模范县，起到了积极的带动作用；但由于缺少深入的理论研究和实践经验，特别是对于新农村建设的重点和核心所在形成了多派观点和做法，使得新农村建设迷失了行动的方向，部分干部群众思想上产生了一些误区，行动上产生了一些偏差，偏离了新农村建设的初衷，需要进行及时地诊断和治疗。湖北省洪湖市曹市镇枣子湖村在新农村建设的过程中也出现了一些偏差和问题，如面子工程、形象工程、半拉子工程、强行动员、硬性摊派、农民负担加重等等。通过实地调查，本文采用规范分析和实证分析相结合的方式，对这些问题产生的原因进行了分析，发现症结在于枣子湖村的文化风气的影响和制度的制约；采用理论研究与对策研究相结合的方法，提出了枣子湖新农村建设的关键和核心在于改善文化风气和完善制度，并就此提出了枣子湖新农村建设的对策，包括加强精神文明建设，积极推进民主管理，激发农民积极性、主动性和创造性，建立枣子湖村农民专业合作经济组织，做好枣子湖村新农村建设的规划，推动主导产业的发展等等。 关键词：新农村建设；文化；制度；枣子湖村 Abstract Socialist new countryside, is a comprehensive rural reform, under the guidance of the new concept, and the new historical background.
