Research Institute Chinese People’s Armed Police Force Academy, Langfang 065000, Hebei, China Abstract: With the rapid development of Chinese economy, the urban scale increasingly enlarges, meanwhile urban fire risk continuously increases. This paper, on the basis of existing research, in view of Chinese urban features, developing trend and the need of fire fighting power distribution, and on the premise of widely collecting and analyzing relative data and materials at home and abroad, established fire risk evaluation index system of single building and calculated the weight of every index by means of Analytic Hierarchy Process, as well as fire risk by linear weight model. By comparison, the fire risk of largest single building was selected as that of urban fire. This model finally was applied to the fire risk of some area in Jiangyin, Jiangsu province in China. The results indicated that this model provided scientific quantized evidence for urban fire risk management, and it could also be a good tool for the government to layout fire fighting facilities and enhance fire fighting power.
