国外产业共性技术研究机构的组织模式探析 1 1 祝侣 ，刘小玲   （1 上海市科学学研究所 上海 200235 ）      摘要 共性技术是在很多领域内已经或未来可能被普遍应用，其研发成果可共享并对整个产 业或多个产业及其企业产生深度影响的一类技术。发达国家非常重视共性技术的创新和推 广，在产业共性技术研究机构的建构和运行方面积累了深厚的经验。深入分析了美国、日本、 奥地利、荷兰等著名产业共性技术研究机构的研发主体、功能定位、组织形式、运行机制等， 并对其发展经验和主要特点进行了归纳总结。在此基础上，对我国政府在产业共性技术研发 方面该如何发挥职能提出了一些借鉴与启示。  关键词  共性技术；组织模式；运行机制    Study of Organization Model of Foreign Industrial Generic Technology Research Institutions 1 1 Zhu Lv , Liu Xiao-ling (1 Shanghai Institute for Science of Sciences, Shanghai, 200235) Abstract  The generic technology is a class of technology, which has been or will be widely used in many areas. Its RD results can be shared, and it will have deeply impact throughout the industry or industries and companies. Developed countries attach great importance to the innovation and promotion of industrial generic technology. They have accumulated rich experience in the construction and operation of research institutions. The RD subject, function, organization model, operation mechanism, etc. of the well-known industrial generic technology research institutions in the United States, Japan, Austria, the Netherlands were analyzed. Their development experience and key features were summarized. On this basis, regarding how to make the function of our government in the developing industrial generic technology, a number of advises and inspirations were pointed out.
