Sci. 2009 , 37 24 : 11796 - 11797, 11800 责任编辑 　汪洁 　责任校对 　况玲玲 基于土地流转新政策的乡村旅游发展研究 1 2 梅 燕 , 肖 晓 　 1. 成都理工大学地球科学学院 , 四川成都 6 10059; 2. 成都理工大学商学院 , 四川成都 6 10059 摘要　中国土地改革发展经历了 3 次较大的改革 ,新时期农村土地流转的新政策是农村经济发展的必然趋势。采用最常用的 SWOT分 析法分析了土地流转新政策对乡村旅游发展的影响,带来的最大契机是乡村旅游的规模化和乡村旅游资源的资本化 ,但其中也带来不 少问题和挑战,主要表现在忽视保障农民利益和缺乏保护乡村景观 。因此在新形势下乡村旅游发展战略实施的着力点应当从以下几个 方面着手 : ①发挥政府职能; ②加强乡村旅游用地的管理; ③统筹规划 ; ④维护农民权益; ⑤保护与再造乡村旅游景观 。这不但能促进乡 村旅游的产业化发展 ,而且能推动城乡一体化的发展 。 关键词　土地流转;乡村旅游 ; SWOT分析;发展战略 中图分类号　F592. 7　　文献标识码　A 　　文章编号　0517 - 6611 2009 24 - 11796 - 02 Study on Rura l Tour ism D evelopm en t in the New Policy of L and Tran sference M E I Y an et a l　 Co llege of Earth Sciences, Chengdu Un iversity of Techno logy, Chengdu , Sichuan 6 10059 A b stract　3 land reform s in p rogre ss of land reform in ch ina were introduced, and new policy of land tran sference wa s inevitab le trend of rural econom ic s’developm ent. SWOT analytical m ethod wa s adop ted to exp ress the influence of the new policy. The new opportun ity for rural tourism developm ent was brought by new po licy of land tran sference, and there were the scale of rural tourism and the cap italization of rural tourism resource, however, there were m any p rob lem s and challenge s wh ich disp layed in neglecting safeguard of farm ers’intere st and lack ing p rotection of rural landscap e. Enhance, the m ea sure s for rural tourism developm ent strategy were exp lored as followed. To begin w ith, it shou ld give fu ll p lay to governm ent function. Secondly, it mu st strengthen m anagem ent of rural tourism land. Th irdly, it wa s overall p lann ing. In addition , it wa s nece ssary to p rotect farm ers’intere sts. And finally, it wa s p rotecting and recon structing the rural tourism landscap e. It not on ly p romoted the indu strializition developm ent of rural tourism , but also imp roved the developm ent of urbanrural integration. Ke
