功能关联与规划布局 ——里昂惕夫产业关联模型在产业新城规划中的应用 张 威，郭 巍 （五矿（营口）产业园发展有限公司，北京 100010） 摘要：本文借鉴诺贝尔经济学奖获得者里昂惕夫的产业关联理论及投入产出模型，将产业经济学中的产业关联理 念引入到城市规划领域，突破了传统经验式的规划布局思路和方法。以五矿粤东总部新城的规划实践为例，量化 得出总部新城5 大功能区块间在技术、资金、销售、运输、信息、人力六方面的内在关联，计算得出各功能区块 间的相互影响力和感知度。并以此为依据指导总部新城各功能区块的规划结构和布局，并为后续新城运转的模拟 和产业园区招商引资提供重要指引。 关键词：城乡规划与设计；里昂惕夫产业关联理论；投入产出模型；功能关联；影响力；感应度；规划布局 Function Relevance and Planning Application of Leontief Model in Industry New Town Planning ZHANG Wei,GUO Wei (Minmetas(Yingkou) Industrial Park Development Co,Ltd，Beijing 100010, China) Abstract：This article used industry association theory and input-output model created by Leontief, a Nobel laureate in economics, introduced industry association in industrial economics into the field of urban planning. This method breaked the traditional experience-planning layout ideas and methods. We used this method into the planning of Minmetals Yuedong headquarters new town, quantify got the intrinsic link between five major functional blocks in technology, fund, marketing, transportation, information, human sides, and calculated the influence and reaction between the various functional blocks, as a basis for planning the functional blocks of Minmetals Yuedong headquarters new town. And uesed these conclusion as our new town operation simulation and the guidelines for investment invitation.
