农民工医疗保险制度实施中的问题和对策研究.pdf

摘 要 摘 要 改革开放三十年，我国经济发展水平日益增强，工业化、城市化进程不断推进，这 样的经济大环境引起了大量农村剩余劳动力开始走出农村来到城市从事非农产业，经过 近三十年的不断发展，农民工群体已经成为了我国社会中一个不容忽视的特殊群体，为 我国城市经济发展做出了突出贡献。然而由于我国城市和农村的二元化结构壁垒，以及 农民工自身教育程度低、综合素质不高等方面的综合原因，使得农民工长期在城市从事 高强度的体力劳动，加之简陋的工作和生活条件，他们的健康状况岌岌可危。农民工是 最需要医疗保障的群体，然而有限的收入水平使得“看病难，看病贵”成为他们面对的 现实难题。因此，继续深化对农民工医疗保险问题的研究，对于完善我国医疗保险制度 的构建进程，推动城乡一体化发展有着重要的现实意义。 本文从农民工医疗保险的现状出发，分别从现行医疗保险制度缺乏针对性、政府责 任缺失、农民工自身特点以及相关职能部门管理不到位等方面分析了其问题出现的深层 原因，并通过深入洞察农民工群体对医疗服务的真实需求，从医疗保险制度构建、强化 政府责任以及加强对农民工的法律援助等方面综合形成了完善农民工医疗保险的对策 方针，并尝试提出了同一医疗保险在不同地区的转移接续、异地结算办法以及各种医疗 保险之间的转移衔接办法。 关键词 农民工医疗保险 转移接续 政府责任 法律援助 I Abstract Abstract In the constant strengthening of Chinas reform and opening up, constantly improve the economic level, urbanization, industrialization, accelerating the process of a comprehensive background, starting out of the large number of rural surplus labor force in non-agricultural industries in rural areas to cities, after nearly three years of sustained development, farmers working groups in our society has become a special group can not be ignored, as Chinas urban economic development has made outstanding contributions.
