内蒙古农民专业合作社运营情况和影响因素分析.pdf

摘 要 自从2007 年《中华人民共和国农民专业合作社法》颁布实施以后，农民专业 合作社在农业领域出现良好的发展势头，收入的提高增强了农民的生产热情。在内 蒙古自治区，农民专业合作社的发展更加迅猛，数量和规模都不断的扩大，不同的 地区逐渐形成了自己特色发展之路。然而在过快的发展过程中，却出现了一系列的 问题。合作社数量虽然逐渐增多，但是质量好的却很少。有很大一部分发展不起来， 或者经营失败了。 本文通过访谈、案例分析和典型调查法，对内蒙古自治区农民专业合作社从成 立到发展的全过程进行分析，得出了影响内蒙古农民专业合作社运营情况的六个影 响因素：准入门槛、资金问题、经营管理人才、领导的个人素质和合作社背后的营 销网络。最后结合国内外农民专业合作社的发展，从农民专业合作社和政府的角度 提出了自己的对策和建议。 关键词：农民专业合作社；影响因素；规范管理 Operating Conditions and the Analysis on Influence Factors of Inner Mongolia Farmers’ Cooperatives Abstract With the promulgation and implementation of Farmers’ Cooperatives Law of P. R. China in 2007, farmers’ cooperatives have a better development and turn up a good momentum in the field of agriculture, and the improvement of income enhances farmers ’ enthusiasm for agricultural production. In Inner Mongolia Autonomous Region, farmers’ cooperatives develop more rapidly and vigorously, enlarge the quantities and scales, and gradually form self-developed unique path. However, in the process of faster development, it appears a series of problems. Farmers ’ cooperatives have an increasing number in quantities while have a decreasing number in quality. Most of farmers ’ cooperatives develop so slowly, or go bankrupt. By means of interview, case analysis and typical investigation, the paper conducts a whole process of analysis on Inner Mongolia Autonomous Region farmers’ cooperatives from establishment to development, then we obtain six influencing factors of operating conditions of Inner Mongolia farmers ’ cooperatives: admittance threshold, capital problem, operation and management talents, individual quality of leader, marketing network attached to farmers’ cooperatives.
