摘 要 动漫产业是文化产业中的一支兴新产业，被誉为“21 世纪知识 经济的核心产业”，是继IT 产业后又一个最具有潜力的产业。动漫产 业的迅速发展改变了全球的经济结构，以至各国都领先选择发展动漫 这一新兴产业来提高本国的文化软实力。同时，动漫独特的文化传播 功能，也为新世纪中国西藏的经济发展创造了难得的历史机遇。 文化是一个民族的灵魂，文化建设是中国特色社会主义事业“五 位一体”总布局的重要范畴，更是中国社会主义现代化建设的重要组 成部分。动漫文化是文化建设的重要组成部分，随着中国动漫产业的 快速发展和动漫产业“十二五”规划的颁布，动漫产业更是受到各地 区前所未有的关注。近年来，各地区动漫的迅速发展和创作题材的多 样化，使民族地区独特的文化和习俗进入动漫领域。西藏由于其丰富 的历史文化资源吸引了很多原创动漫创作者的关注，中央和自治区政 府也加大对西藏文化发展的政策扶植和资金支持的力度。 同其他地区一样，西藏动漫作为新兴产业，其发展需要政府的保 护和引导。但是西藏动漫起步比较晚，未形成产而化、缺乏专项的动 漫发展政策，导致西藏动漫有资源、无产品、无行业的尴尬局面。此 外，在西藏关于动漫发展政策的研究相对较少，本文在考察西藏动漫 发展现状的基础之上，梳理了西藏动漫政策的基本脉络，分析了目前 西藏动漫发展政策的主要缺陷。并通过对日本、美国、深圳、内蒙古 I 等动漫产业政策经验比较分析，结合西藏区情提出促进西藏动漫产业 发展的政策建议和意义。 关键词：促进，动漫产业，政策 II ABSTRACT Animation industry is one of the cultural industry and new industries, has been hailed as a core industries in the 21st century knowledge economy, is the IT industry and one of the most promising industry.
