万方数据 The Research on the Regional Public Technology Policy Evaluation A Dissertation Submitted for the Degree of Master Candidate：Li Man Supervisor：Reseacher Lei Da Chang’an University, Xi’an, China 万方数据 万方数据 万方数据 万方数据 摘 要 公共科技政策是国家产业政策的重要组成部分，是指导一国科技开发、应用和发展 的纲领性文件。科学规范的公共科技政策评估，有利于促进科技政策的优化，从而促进 科技的进步。经济全球化时代，公共科技政策成为科技发展的重要的外生变量，因此我 国要发展自己的综合国力，赶超世界科技先进水平，研究公共科技政策评估显得至关重 要。 论文综合运用了文献研究法、问卷分析法、调查研究法，从公共科技政策的评估监 督机制、评估指标、评估方法、评估环境、评估组织机构、评估结果、评估功能发挥等 方面，依据公共政策评估理论分析了目前我国公共科技政策评估中存在的问题。 通过对韩、日、英、法等国外公共科技政策评估方面的经验分析借鉴，提出了完善 我国公共科技政策评估的对策：树立科学的评估理念，加强对公共科技政策评估的重视； 设置科学的评估指标体系，不仅要反映公共科技政策的效果，还要反映政策的效率和效 应；建立独立、专业的评估组织；实现公共政策评估制度化；建立政策评估信息网络系 统等措施。 关键词：科技政策；政策评估；社会效应；公正性 I 万方数据 Abstract Public technology policy is an important component of the national industrial policy, and it is the guiding document used to direct a nation’s scientific and technological development and application. A scientific and normative evaluative system of the public technology policy can benefit the optimization of technology policy, so as to promote the progress of technology. In this time of economic globalization, public technology policy becomes an significant exogenous variable quantity. Therefore, the evaluation of study on public technology policy seems essential, if our country wants to develop our own comprehensive national strength, and catch up with and surpass the advanced technological level in the world.
