The social security policy analysis of the sea-losing fishermen illustrated by the case of Huangdao Abstract Fishermen are a special group who living with ocean. Waters and shoals are basic production and livelihood security of fishermen. However, in recent years, with the offshore pollution, depletion of fishery resources, urbanization and three Sino-Vietnamese bilateral fisheries agreements signed, a large number of traditional fishing ground seriously decreased, in the fishing ground of Shandong, Guangxi and Zhejiang Province, production of fishing is under attack, the situation of the sea lost of fishermen are becoming more and more serious. Nowadays, coastal provinces issued many public policy according to the sea-losing fishermen, these policies supply employment, pension, health care and minimum living protection to the sea-losing fishermen. Coastal provinces make different policy mode to secure benefit of the sea-losing fishermen according to their own situation, including mode which like security of land-lost farmers, mode which like security of urban workers, mode which like security of urban residents and mode securing the sea-losing fishermen. To deeply investigate the situation of the implementation of the policy, I organized some graduate and undergraduate students of the Law and Politics college of the Ocean University of China, investigating the situation of Xuejiadao street of Huangdao District in Qingdqao of Shandong Province.
